How do I drill a quarter inch hole though concrete filled with alot of rocks with out cracking the concrete?
Your best bet is a hammer drill. If you don’t have one, you probably won’t want to buy one for a small job like this. You can rent them at a local tool rental place. Make sure you have a 1/4″ Carbide concrete bit and set the drill to “hammer drill” Most of them have a setting for just drilling, and one for hammer drilling. It’s been my experience that those cordless hammer drills just don’t have what it takes to drill into concrete, so best you get a regular electric one.
